This is a recommended national standard (GB/T) issued in China governing how human agents and intelligent (AI) customer service must cooperate. It is organised into overall requirements, inbound tasks (allocation, and handover in both directions between AI and human agents), and outbound tasks.

It was published on 2026-05-25 and took effect on 2026-09-01. For example, clause 5.2.2.6 lists five situations where the service must automatically transfer to a human agent, including when the customer explicitly refuses intelligent service or when the interaction involves information security.
